FSH towing tube line with Soft Top???

So I saw another FSH 222 today and he was towing a tube with the line tied to his stock soft top rack. Is this safe? Also why this versus using the tow hook? I'm a novice to towables so I'm not sure if I'm ignorant, but it seems to me this would be a lot of stress on the t top that the design would not account for. If it is acceptable, is there an advantage I'm not aware of?
