Mine have a phillips head screw into a rubber grommet into the cover. So just a phillips screwdriver...

If I recall, a larger (#2?) phillips may work best.
If you lean on that cover too much the plastic support tubs underneath break. (I'm told, lol).

Remove bolt front and rear(Philips head) and pull up....... the have a plastic locking prongs snapped onto slots on the head. Pull straight up or thay might break the plastic guides.

I used a large Phillips head screw driver and a lot of downward pressure on the same.

Place a large phillips head screw driver on top of screw and then tap the top of the screwdriver with a hammer, it will free it up. Had same issue on mine

If all else fails, press down on the plastic covers so that the bushings and the bolts they surround push through the covers mounting holes. This will give you more material (more the bolt head and or shaft) for a vise grip to grab.

Have had the same problem before as well. It’s amazing how much easier it will break lose if you try using a long slotted screwdriver vs an average length you might have laying around. I now use anti-seize on the bolt threads just to prevent the headache.
