I have a 1995 Ranger Rebel with a jet drive. Sometimes it seems like the engine rpms are high without the jet drive pushing the boat. I can throttle back then ease the throttle forward and it dose better but still does not seem to push to max.

Sounds like you have either something stuck in the impeller or something causing cavitation (ding in the impeller, something in the intake path that is not smooth, etc.). Not familiar with your intake system on that, but I would inspect the intake path through to the pump (and pull the pump if that is possible) and inspect the impeller.

If you send us pics of your adventure in inspecting, that could help us solve the issue. <hint, hint> :)

if you accelerate very slowly and it picks up speed but when you hit the throttle to accelerate and it slips like tires on ice, you have either a bad or worn impeller or a bad liner or both causing cavitation or you have something in the pump or wrapped around the drive shaft but that will usually also cause vibrations. Check the clearance between the impeller outer edges and the pump liner they should be nearly touching each other if the distance is 25/1000"s or greater you need to replace those parts and that is pushing your luck at that distance
