Lose of RPMs

2019 scarab 195 open id 300 ace motor 75hrs. The boat runs great starts up normal but will not go over 6800-6900rpms.
Things I have done to try and fix it.
Put new plugs in
Put new battery in
Replaced relays
Checked pump drive
Oil level checked

fuel is new but maybe a bad batch from the pump?

No lights? Oil level is where (over filling is bad, better to be on the low end of the dip stick)?

No lights oil is in middle when warm
