Low compression and won't go over 2000 rpm

We replaced one engine Dec2023, it has never run really exact right since. We had it back at the shop several times last year and they kept finding other things wrong but never completely fixed it. Over the winter we replaced all the fuel lines and the exhaust hose on that engine. It still won't go over 2000 rpm. We took it back to the shop and they did a compression did and said that the new engine is blown and out of warranty. Is there anything else that could be causing it to have low compression before we completely replace the motor or so it for scrap.
 
what do the spark plugs look like those are the report card of a 2 stroke pay attention to each plug , was the engine rebuilt previously?
 
New engine was put in last year, supposedly new not rebuilt. I do not think the spark plugs have ever been changed though, as far as I know they did not do that when they put the new motor in and we have not changed them but we have only owned it for 2 years.
 
Not what I meant the plug will tell you if there is an issue with the engine and the tips tell all, but You also need the exact reading of each cylinder on a compression test

New engine but put old plugs in it? That doesn't make any sense. No one would transfer old plugs to a new engine

Well we're not sure they really put a whole new engine in and didn't just re sleeve an old engine. That and the fact that it was in the multiple times last year with us saying it's not right and they never did a compression test till now when it's out of warranty and it only had a year warranty. I have no faith in them and what they actually did
