Navigation App?

Do these apps require an active data plan? I have an old iPad and an old iPhone and neither have a service provider. I only use them for media and wifi around the house but I would love to use them for chart plotting if navionics will work without a service provider.

From their knowledge base: “So, with the Navionics mobile apps, as long as you have previously downloaded the mapping areas to your device (Navionics Boating & Ski appsonly), you would not be using any data. Certain features, such as wind overlay or map overlay or Sync My Data willuse cellular data if a WiFi connection is not present.”

I recall when I got it some folks reporting that they had the maps on an iPad mini in a lifeproof case on their jet skis.
