Paint and clear over gel coat

I have a 79 ranger jet boat that has gold brown glitter diamonds and white I would like to change color of these diamonds to blue fade glitter ect.then clear new paint and unpainted white gel ive read epoxy primer under paint clean sand ect do I need the primer can I sand every thing the same paint and / clear area what grit ect any help would be great ive read a lot of post but all say different things thanks dan
