Reverse Bucket Adjustment at throttle lever

So I have adjusted the reverse bucket as much as possible, but I have ran out of adjustment at the jet nozzle. Still backs up while the lever is in neutral.

What is involved in adjusting the other side of the cable? Can it be reached by removing the driver's cupholder/cubby or must it be adjusted from the hull side?
 
Following ... I’m in same position. I adjusted he barrel to max. I am now at 17mm. The shop manual recommends 17-19mm. Mine was at 12mm before the adjustment.

Check this out, did it for me, remove rubber middle, pull firmly on the plunger
