might be a dumb one .. but what in heck is holding the rubber bungy strap brackets in place ? .. i dont see and screws or bolts on out side ? unless im looking wrong place ? thanks ..( i ask because one is kinda lose and turns
 
Mine are loose too. Always have been. It has never been a problem. A little inconvenient though hooking and unhooking them.
