I've only had my boat out twice, but each time I open the cleanout access panel, the starboard cleanout hole is filled to the brim. The second time out I left the water in there, towed the boat home, put in storage, and rechecked it 4 days later and still full. I did this to see if the plug seal is leaking. If it's getting in, then it should be able to drain itself out after awhile. I don't have any issues removing/installing my plugs. I check them each time. If water was coming over the swim platform, then both should have water in them. Any ideas? Thanks in advance.
 
The water should stay there until you pull the plug. It may evaporate over time. Most likely source is water flowing back up the drain line while in reverse. Or sudden stops causing water to over flow the swim platform, but I'd say the drain line.
