Have you lubricated the plugs with liberal amounts of silicone spray? That makes quite a difference.The slot at the bottom of the clean out ports is made for these O rings, and I mean that literally. It fits perfectly and is even retained. It is my bet that the original Yamaha design had O rings, but they didn't make it into production because they made it too hard to turn the plugs. I had to make a simple tool to turn mine.
After installation I did some reversing, 6500 rpm cruising, no wake and WOT. When I got back one port had about a half inch of water in it, the other had none and there was a little water on the tray. Not really sure what this means...... very little water came in the ports, water drained out of the ports, water did not get past the O rings and got in the tray from elsewhere? Think I'll just claim victory and assume very little water is now getting into the ports.

You can also get O rings that are smaller in diameter so it won’t be so hard to install or remove the plugs.
On my boat the plugs got stiffer to install / remove with the original teengeen O rings but not to the point where I need a tool, they’re about as stiff as when the boat was new.
