Vent line for fuel tank.

Maybe the tank is too full. The picture looks like old fuel in tank. Color is off.

IDK, that is the vent line. No on the rust in engine. I have had small patches on a hot day when I filled the tank but I figured the film/stuff stuck there was from crap in the air. I have not seen it that big or color.
