Yes. Hydrofoils. Helps porpoising. Helps hole shot. Might add 1 or 2 mph. Good for overpowered ass heavy boats mostly.

Can have some negatives like heavy steering.

used to have those on my old I/O. Helped get on plane quicker and stay on plane at a slower speed. Good for tubing at slow speed when kids were little, etc. Simple bolt on and I think the newer ones don't even bolt to the lower unit any more.

Doubt you need them on your boat... Maybe he has them for slow speed trolling ???

The early style were flat these look like they are trying to capture the prop wash maybe for water sports to keep down the wash, I remember building one for a 25 hp Johnson that I had on a 12 foot aluminum boat, the boat was fast but impossible to hold straight the torque would wear your arm out trying to hold it straight at high speed so I built some small fins on the ends and angled them to counter the prop rotation so the engine tracked straight with very little input from the operator.
