2016 Yamaha242limiteds e series has a 165 code. Engines start and run but no throttle control. Also steering will not move left or right. My question would the code cause the steering issue or maybe cables bad causing the code. TIA.
 
The 165 code doesn't exist in my manual but the steering wheel is not related. It sounds as if your steering system, which is probably the Rack and Pinion style is rusted tight from water getting up the cables and rusting the cables to the cable jacket. Go online to a Yamaha Dealer, locate your boat, find the steering micro-fiche parts blow up, copy the parts number(s) and start looking for in stock and cost. A DIY'er can do this replacement. In the interim you can attempt some of the home grown ways of forcing oil into the cables from the rear using an air compressor.
