A little help. Brother was using my Challenger 180 jet boat and wrapped rope up in the driveshaft

My brother was driving while I was trying to get back up on the tube we were pulling. While circling the rope was sucked in so bad it bent the driveshaft. replaced everything. it also burnt the stator up and the stator wires. Also got the ECM. Bought new ECM and had it programmed. Now I have a no spark situation. I have tested CPS and all sensors according to the shop manual and all test good. Two questions, The TOPS sensor has 3 wires, shop manual says I should have 5 volts on pin 2 and 3. I have 5 volts on 1 and 3, none on 2. tested wiring back to the ECM and it's coming out the ECM this way. Second question, I replaced Stator and it all test good but I notice on the Rotor that 75% of it has slight rising where the magnets are and the rest is smoot. Is this normal? I wouldn't think so but that's why I'm asking
