I have a piece of foam loose in the engine compartment. I want to stick it back to the hull where it belongs. Everything I have used up to this point has not worked...it either soaks into the foam or doesn't adhere to the uneven fiberglass hull surface. Any advice on what to use?

I have used 3M High Strength 90 adhesive glue with no issues. I hold the foam in place for a few minutes and it holds.
