Can he hear the fuel pump engaging when he turns the ignition? Could be a fuse in the engine compartment for that side fuel pump.
If the boat was running fine up until it was shut down and won't retire, the following causes would be very unlikely.
If the engine cranks too easily intermittently, it could indicate a loss of compression in a cylinder (possibly a stuck valve)
If the engine cranks too easily and sounds like the starter is simply spinning, it could indicate a broken timing chain. But in an 05' very unlikely.
