I had close to the same thing a few years ago. They had painted the "rumble" center line on the road. No markings and not dry in the pools at the bottom of the "rumbles".. Looked just like yours on the tires and wheel wells then up on my rocker panels. I was pissed... Get home its dry.. Fingernail and a rubber squeegee then finished off with regular( not pumice) GoJo.. Took it right off.
