New guy question. When I rev the engine for 15 seconds at the last part of the flush (water off) am I trying to get all the water out? Or just go for 15 seconds? I went for 15 seconds but I could still hear water coming out the jet.

You are blowing water out of the exhaust. No matter how much you rev it, the engine will drain a bit for a while. It's self draining, so you are doing all you can to flush it if in saltwater.
