Leak???

I have yet to see my bilge pump any water or have any water come out the plug after a day of boating. I’ve gotten in some pretty rough waves in the bay and still nothing. Only reason I noticed the rain thing is because I put the plug back in not thinking about it after cleaning some let over factory funk out. Noticed a couple day’s and pulled it and some water came out. It is possible the cover leaked somewhere as I don’t have the Yamaha cover.
 
You don’t leave your plug out when you’re parked?
My plug is always out but it seems there is always rain water collected in areas that only make it to the transom when on a steep angle
