Loss of power under load

Hi guys,
2015 rotax 4-TEC 250 single engine in a glastron 187.
on the trailer with the water hooked up she starts straight away and runs smooth. No strange sounds, no smoke etc.
At the ramp, as soon as we want to go and the engine is under load she struggles, makes a bunch a noise and has no power. Struggles to move at all. No engine alarms to speak of, no fault codes flash up?
Any ideas?

How does the impeller look?
 
Sounds like cavitation.
 
Sounds like cavitation for sure. Don't know much about your boat but could be fishing line, twigs, trash etc around the impeller.
 
You should be able to look into the back of the jet with a flashlight for some obstruction. Also note it come be on the intake side as well.

so the tube is free and clear.
I run in salt water so the impeller is rusty but not missing any blades or anything.
What should I be checking next?
