Yamaha newbe here......left engine when I throttle forward or reverse....high rev and no jet propulsion...diagnosis/suggestions....Bad throttle cable?
 
Clean out plugs not fully seated. Seat the plug and check again.
 
Check those clean out plugs.
 
Make sure the plugs are properly seated - they may look seated but be sitting on top of where they should be. Yank on them without pushing the release button to test.
BTW: we've all done this at some point or another...! That "why is this not moving??" moment.

Exactly. I did it last week! That’s how we all know.
 
It’s possible the bucket cable broke. If the clean out plugs are ok make sure that bucket moves when the throttles do.
 
You could have something in your pump causing cavitation
