I just noticed this plug in the engine bay, and it is not in. Should it be?

That's a frequent question. Many leave it out so that water drains straight to the engine compartment to be expelled by the bilge. My 21 didn't come with the engine and ski locker plugs, so mine is open.

You're fine with it open like that. Your bilge pump is that red circle there, so it's going to be sent overboard almost instantly
