Starter replacement - 1.8L

Are you getting 12+ volts at the solenoid? If so you probably have a frozen pump housing or something similar happening. Take all your coil packs and spark plugs out and try again sometimes even if the pump is locking up it will turn over with the plugs out
 
What if it doesn’t move? Should I take the “swelling ” housing out? I am just assuming it is like that right now.

I would start there, remove the pump and try starting it
