Starter replacement - 1.8L

Are you getting 12+ volts at the solenoid? If so you probably have a frozen pump housing or something similar happening. Take all your coil packs and spark plugs out and try again sometimes even if the pump is locking up it will turn over with the plugs out
 
What if it doesn’t move? Should I take the “swelling ” housing out? I am just assuming it is like that right now.

I would start there, remove the pump and try starting it
 
@Neutron i removed the spark plugs out and nothing changed. I checked the Fuses and they are all ok. What would be the next step?

You said you jumped the starter solenoid to send power directly to the starter? If it is getting 12 volts directly and it wont turn its locked up somehow.
If the boat out out of the water remove the pump. If it is locked up tight it work turn. But it will come off with effort. Most likely the impeller housing will come off with the pump.

Have you verified you are getting 12 volts at the lead from the battery to the solenoid? Second check the ground to the starter mounting bolt

Its pretty simple to check voltage at the terminal on the solenoid. The terminal that has red wire that comes from the battery. You need a volt meter. If you dont have a meter to check power, you need one. You cant test electrical without it. Otherwise you are chasing your tail. I am not in a position to talk today sorry.
 
I get 12 volts on the solenoid but it doesn’t spark when I bypass it. Did you see the video?

Then check your grounds, make sure all contacts are clean and not on painted surfaces and tight
 
Can you help me to identify the grounds? Where are they located? The one from the starting motor is checked since I just replaced the motor to a new one
 
If the starter was painted make sure where it was bolted to with the 10mm bolt that it is a clean contact and not against a painted surface. Also even though its hard you need to get 12 volts at the positive terminal at the starter when you either jump the solenoid or turn the key.
If power is reaching the terminal on the starter then you have a locked up pump or motor
