I would just rinse the ballast bags with vinegar maybe. Not damaging, but acidic enough to help get rid of grime.

You could also fill the bags with Coke and then drive around and then empty and fill with fresh water. :) That stuff cleans a kinds of stuff from what I see on the internet.
