Have the Yamaha racks on both sides of the tower. Loaded with boards the rack will start to twist. It is full tightened down and the correct rack for the boat. I was thinking of wrapping either the tower or the bushing with 3m double sided thin tape. Any suggestions ?

Mine has the same problem... thinking of getting it welded in place.

Buy a tractor tire tube, similar to a bike tire tube but a little thicker and obviously bigger so you can cut to fit.

Wrap it around the tower or around the bushing ?

Drill, tap and put a bolt through the rack into the tower. That's what I did with the factory wakeboard rack and a wake surf rack 20210617_195212.jpg
