Water in Clean out

So took the boat out for second trip today, pulled the boat. Going through my normal procedure of pulling drain plugs then unlocking the clean out port. Well lifted the hatch and the hole tube for the clean out port was filled to the top with water. I know for sure that it was locked down before putting the boat in, because I’m paranoid about it not locking. Anyone else ever experience this? Verified that no other water was in the back of the boat by removing the one hatch to see the bilge area.
 
Yep, fills up every time, nothing to worry about.
 
Really? Weird b cause the first time I had the boat out it didn’t fill up. Maybe because I was breaking the boat in and never went over 5k rpm.
 
My port side is always full of water, and the starboard side is usually half full. It comes from water washing over the stern when coming off plane. Nothing at all to worry about.
 
I'm actually relieved to see water in my port. It let's me know the seal is good. Glad you're paranoid about the cover not locking, but I would suggest getting EZ Locks if you don't have them already. They covers will still blow even if locked. I learned the hard way...twice.
 
I actually have the same problem on my 19’. I think it comes from under the clean out someone had posted a go pro video of this and I have had the same issue with both tiers of the transom totally dry. Nothing to worry about other than inspectors missing this all the time at boat ramps on lakes.
