Jet pump clean out tray silicone?

Removed the jet pump tray (the big one with the, what, three hundred screws securing its perimeter), loosened hose clamps from drain and clean out plug "hoses" to replace DOA swim remote with new Fusion unit... Now, to put things back together.

I get the silicone around the perimeter of the clean out tray but the maintenance manual says "apply silicone sealant to outside of clean out port flanges". There's no indication there ever has been any silicone there, or on the drain tube for that matter.

I'm thinking the silicone is redundant with the hose clamps and it would make it a PITA to remove the tray in the future... (Cleaning up the silicone around the top is already enough of a pain.)

What's the consensus - silicone and clamp or just clamp?

My 2015 AR240 manual only has silicone on the bottom part of the clean-out tube, not the top where it connects to the tray.
 
Thanks, @Scottintexas - the more I think about it the more I think that's enough.

@MrMoose, 2012 has both references. in addition to the one I quoted above there's
6 - Hose, Clean-out: If hose is removed, apply silicone sealant to inside of hose at bottom, remove sealant from Cap locking grooves in jet pump clean-out port." (Cap locking grooves? Huh??) Looks like Yamaha dropped the "upper" silicone and kept the lower one.
