Looks like a salvaged boat kind of deal you’re looking at there.... I even wonder if the motor(s) even run.
 
That IS funny. Yeah. Um, no.

Gelcoat is not bad to fix, but those spots on the rub rail would be difficult. Definitely not a well cared for boat.

I also see several brand new clamps, not cut off. Plus the clamp off. This boat will likely have some issues.

Ask him what the white wire run across the back is for. The one zip tied to the blower tubes in the engine pic. Does it have the original scupper or is it stainless steel? Like the seadeck!
That white wire was for lighting in the recesses behind the rear back rests
 
we have a 1 year old

and we’re in western Massachusetts, thought I had updated that already.
