First post... Hopefully hitting right forum. Wondering if anyone else seeing the same potential issue as me. I'm seeing a lot of deterioration on the rubber washer (likely wrong technical name) on the bolts from the plate (again need a better name for this) next to the intake. I'll likely replace myself rather than taking it in although I would suspect it would be covered under warranty. First though I'll need to know what part to ask for and get some torque down recommendations. Any advice?

Based on the picture and the information in the parts catalog, no washers in the parts list. What you re seeing is missing sealant around those bolts.

What @zipper said, remnants of black silicone sealant. Zero concerns as there is no air coming through around those bolts, they bolt into an aluminum plate embedded in the hull/bilge. If you want there is no harm in resealing those, especially if you boat in salt water.
The gaps around the intake grates, between the pump segments and the intake tunnel need to be sealed if you experience cavitation (sucking air into the pump).
