What are these?

New to this forum and new to jet boats. Picked up a 2006 SX230 and going thru it. Was cleaning out the rear compartment where the mufflers are and found these nuts and washers. What are they for? Could not find anything in that area that matched. They look to be about 1” size.

That is hardware that holds one of the cleats on.

Seems someone was kind enough to install updated hardware but to lazy to pick up the old hardware.

Maybe they fell off and couldn’t be found ? Good thing is those nylocks wont come loose.
