The 195S has 250 hp and requires 91 octane

️. Not all boating areas have 91 octane on the water, if that’s not a problem where you boat then that point is moot.
The AR 190 has 200 hp and requires 87 octane fuel.
@Neutron makes some good points about the fit & finish and about the power. The AR 190 has a power to weight ratio of 13.37:1, and 195S has a power to weight ratio of 10.96:1. So if the go fast thing is super important then the SC 195S is for you.
Here’s a 2020 test of the 195S, pretty much the same boat performance wise as the 2023 model.
The most recent test boat test has of the 190 is from 2019 with the normally aspirated 1.8
Looks like the difference in top speed is 5 mph, 43 vs. 48. The best cruise mpg is 4.5 on the 190, with the 1.8 not the 1.9 the non CA 2025 has, the 195S has a best cruise of 3 mpg, so if you’re going to be running the boat a lot, fuel consumption could be a factor.
Speaking of the California model 1.9Lengine, and the Non California 1.9L engine, there is a post linked below about a person in CA that has a 2024 or 2025 190 with the new 1.9L engine that was unhappy about power, turns out the CA 1.9 model has less horsepower, 154HP / 115 KW, due to emissions which is the four star rating, than the non CA 1.9 which has 200 HP or 149KW. So have a look at the engine and there will be a label on the engine that shows the power output in KW, you’re looking for that 149KW number.

When you say what ever elevation you’re at it hits 7100 rpm, exactly what elevation are you at and what was the temperature?
Have you checked your air filter for oil fouling and or your oil level for proper fill?
Installed a new set of properly append spark plugs?
Are you running 87 octane fuel?
Have you asked your dealer about this?
What was your speed with varying amounts of load including fuel level, cargo and passengers?
