Our Delta bathroom faucet has been leaking so today I go and buy a new cartridge, spring and seal but the bastard is still leaking. What else could it be? Are there other seals up inside the housing of the fixture that could cause it? Is there some sort of a base seal? The leak is coming from under the base.

I want to take a sledge hammer to the sink now...
 
I just had the same problem with my brother's sink (but a Moen). Figured I'd help him out since he's been looking after Dad since his stroke, but I failed miserably! They told me their plumber said the faucet needed replacing, and I was like WTF...just needs a cartridge....then I was eating my words later in the day....no help from me....will be curious to see if anyone else has an idea!
 
The replacement cartridge is only good to stop leaks that are coming out of the spigot. Leak out of the base typically means a structural failure and as @Julian found out the normal fix is to replace the whole unit. You might get lucky and be able to fix the structural leak by take the faucet off and filling the crack with JB weld. Good luck.
 
Sometimes the area below the cartridge can become pitted from the friction of the minerals in the water. If and when it happens you will not achieve a good seal. Happens all the time in my area especially to tub/shower valves.
 
I live right next to a limestone quarry but I am on city water. We do have a lot of mineral deposits in our water. I looked down in the twice the below where the spring and seal sits and I didn't see anything that jumped out at me for a poor seal so I guess it's internal. Faucet is over 10 years old and old ugly polished brass so it's time to replace. We were going to upgrade them and all drawer and cabinet knobs to make our home more attractive on the market next year, so I guess it's as good of a time as any.
