I am looking for a mount to mount it above the windshield or below the bimini.

Any suggestions?

It looks like the NEEWER® Orange Bicycle Handlebar Quick Release Camera Mount for Gopro Hero 1/2/3 might work on the Bimini frame.

I am going to use a suction cup mount on the dash with the gopro looking through the wind shield.

I do have a rail/handle bar mount that I might try on the vertical support holding up the wind shield but I think the support is to small of a diameter.
 
I have had great luck with "non bouncy" video by just placing the 3m sticky mounts in different spots on the boat. I have one under the tower, on the transom and above the rubrail. If/when I decide to take them off I can just clean up the residue with some goof off.

It makes it very easy to change up shots on the spot.

I use the suction cup that came with the gopro...works perfectly and never had an issue
 
Just put the floaty on the back of it.
