No power /throttle

1996 mercury jet boat 120xl hard starting and interesting no power wide open throttle and it will just idle carbs wide open then all of a sudden sometimes I get a burst of power

Sounds like the carb jets are contaminated.

Carbs are all rebuilt clean but I did notice my primer bulb will not get hard I keep squeezing it i dont see any leaks in fuel line anywhere
