I can't speak for a droid, but I use windfinder on an iPhone. Plus my local news app radar map.

Yep I have that running as well.

Also, to get river levels, check out http://water.weather.gov, look for the Hydrograph stuff. I have my local river saved as a bookmark on my phone. It gives you current water level in feet +- normal pool size, along with projected levels for the upcoming week. VERY handy when making the guess whether you'll be able to go out the next weekend.
 
I use the WeatherBug app as well. Seems to have everything I need except Tide Info. I use the SeaTow App for the Tide Info.
 
I use WeatherBug normally (it is fastest, provides radar and the lightning reports, along with hour-by-hour). I supplement that with Weather Underground if I need to see which way cells are moving--only one I have found that does that.

And, of course, I have the VHF radio. Because phones do fall overboard or otherwise die.
