Is there anyway that ride steady device could be interfering with maximum RPM? I thought that that device had the ability to control the engine speed all on its own so if there was a max speed or max RPM limit set then that could be keeping the engine from revving all the way, and or a max speed setting
Btw, you have RideSteady already installed. You could turn that on to RPM mode and crank up the RPMs all the way, then see how high the actual RPMs get. Gives you another data point against the throttle cabl
Make sure the elbow hose that goes from the intercooler to the throttle body isn't coming off or partially off. Well known to have the hose clamp improperly tightened and coming off causing a boost loss. You should be turning 7500 to 7700. Even slightly off could cause this
Dont just tighten the clamps, look at the elbow to the throttle body closely to verify it is seated properly, they are known to push off slightly and at first glance looks fine. Check to see it is on completely.
Replaced sparks, got the oil level right between the hash marks, and adjusted the air hoses. I got it up to 39 at 7260 rpm. Still running slow, but a little faster than before.

to remove excess oil get a plastic turkey baster syringe and some small plastic tubing place the tube on the end of the syringe and push the tube down the dip stick tube to extract some oil from the engine take out a syringe full and see where it reads on the stick also look inside the engine compartment for any bad exhaust hose clamps that could be allowing exhaust gas to get pulled, back into the engine reducing it's oxygen level I had an issue like that once and was very surprised how it cut down the top speed
