2018 242x starboard motor won't start

My 242x starboard motor won't start. New batteries and port motor starts fine. Get a clicking when trying to start starboard motor, but it won't fire. Where should I start on diagnostics?

still looking for some input on this problem. I changed the starboard starter relay and it's still doing the same thing. Any input will be greatly appreciated.

This is a 2018 model year.
