Well, filled the boat today without loosening the vent an had no problem. I guess my solution wasn't a solution after all. The problem must be in the fuel system.
As I am filling my boat with gas I can feel the air coming out of my gas vent. You may want to place your hand over your vent to see if you can feel the air being pushed out as you are filling the boat.
