How strong a stream at NoWake speed

How strong of a stream of water should I see coming from the pee holes at idle or nowake speed? It seems like it is just trickling out unless you push to a lot higher RPM. Haven't had any overheating alarms or anything but I am curious what is normal versus a source of a problem later.

On my boat there is a trickle from the low RPM pee holes at no wake-as in not clearing the boat and running down the side. I have to get up above 3-4k before I get a stream, and not long after than I have a stream from the High ROM pee holes.
