You may vent your home in the climate you are in Julian. We do not here in Texas due to humidity and heat. I have a big velux skylight with a shade and I pondered for about 5 seconds the need to have either a vent or an operable window and decided against it. As far as quality of the skylight, it really is a window, insulated glass, argon gas filled, low e coated...so it is by any measure a high performance window. It is our second time with Velux skylights...I installed them in our previous home as well, and I would do it again. Our shade is electrically operated and actuated. On the roof, that shade is needed, because when the sun is direct, it is too damn hot coming in.

We had crank open sky lights in Chicago, and have 2 here (house has 12 skylights....4 velux fixed, 2 velux crank opening, and 6 old plastic ones). Our neighbors have the solar auto ones and swear by them. Comes with a programable remote....can set it to open at night and close in the morning, or automatically closes if it starts to rain).

I did high remodeling in the 80's and 90's and have gotten back into it in the last five years. Velux skylights are the only skylights we spec unless we were building our own ( I used to do custom timber framing). We never had a problem with them. In fact they are in the house I built for my parents 25 years ago and they are the one client has has a lifetime warranty so I know they last without a problem.
