People still move there ? I thought everyone moved here! Sure feels like it on the roads. I heard that you need to get an emissions clearance for everything even lawn mowers in CA !

Keep it registered in P A sounds like C A they probably won't figure it out.
Just keep lots of insurance on it so when it gets stolen you can buy a legal version.

The quick google search I did on this came up with this statement from a post regarding moving to CA and boat CARB laws:

The only exception to this is someone who owns a boat built after those dates and moves to California. They must provide proof that they were a bona-fide resident of a state other than California, in order to meet that exception.​

I've been boating in ca my entire life. Never heard of anyone having smog issues on a boat except no 2 stroke on some lakes.

I would look up California's boat registration site and find the forms to fill out to register your boat and confirm this exception exists. This exception makes sense....but just cuz someone posted it on the internet doesn't make it true!
