Throttle / Cranking

Is there some kind of sensor for throttle position that would keep the engine from cranking. Seems like if i wiggle my left throttle it will crank but sometimes it just doesnt.

Yes...if the boat isn't in neutral, the engine will not turn over at all.

Im aware if its not in neutral it wont start, and wiggling it makes the contact. But were is said contact and can i clean it?
