Trashed and abandoned boats are an interesting issue as opposed to other vehicles since they not only typically have zero salvage value but are expensive to haul away and dispose of.
You would think it would be relatively easy for the town to trace the HIN or Reg# and find the last owner, send a letter and get a quick judgement against them and dispose of it themselves. The gov't can be very efficient figuring out ways to make you pay up as long as you're not dead yet!
 
Everybody knows who it is. Someone painted a sign with his name and phone number on it, he is a roofer it says. Both in the video and the link that @Julian added.
 
Why don't they just remove it and try to foot him with the bill? Either the law allows it or it doesn't, but if it's a hazard then it needs to be removed regardless.

If a lender is involved it may give new meaning to the term distressed asset.
 
We have different rules about abandoned boats or boats that pose a navigational hazard .
Our laws on abandoned boats frozen in a lake are a bit vague though first someone has to define " frozen".
I would think marking off the hazard as was done by " persons unknown" does help with the situation in the video. Perhaps building a small fire up wind and close to the boat during the night strictly in an effort to illuminate it for safety sake may resolve the issue for the time being .
 
Ive seen boats sit abandoned in the Sacramento delta for years. The organization that manages the delta always claims it doesn’t have the resources to identify and remove all abondanoned boats so it only focuses on those that are a hazard to navigation and/or to the environment first. If the HIN has not been filed off they try and go after the last registered owner but often times there is no HIN to be found.
 
You would think the environmental impact would be enough cause to remove it and prosecute the owner.
