You can trade any player for a new qb. You just can't play more than one qb at a time. If I understood your question correctly.

As @GiddYupJoe said, you can pick up anyone off waivers. You just need to exchange them with someone else, unless you are not currently feilding a full team, which I believe you are. It doesnt have to be someone from the same position.
