The fuel cell needs to have containment, and it needs to be controlled containment so you can drain / check the compartment but you don’t want fuel to get pumped over board by the bilge pump.Maybe, but why have a plug at all?

Yup.....you need that because no matter what you do, the area around the fuel tank can get water into it, and you need it to be able to drain. Just leave the plug out.....I suspect its some sort of regulation that forces them to put that in - despite the fact that those plugs don't seal worth a damn.This. Plug for fuel cell compartment.
