drop hitch without the ball installed?, it's hard to tell not seeing the profile of the right side of the piece,
 
No but that is what I thought at first as well.

For context these things are bigger than any drop bar/draw bar I’ve seen on the road or e trailer. Just a solid piece of metal bent and drilled at both ends. Consider the size of the chair in the pic.

Looks like something from a grader or earth moving machine what ever it is it’s heavy f duty
 
Since I’m headed out of the area / out of cell coverage for the rest of the weekend I will just tell you what it is for. I guessed massive draw bar / tow bar minus the ball.

They are actually support arms for small carpeted pads that sit on one end of the bar, while the other end of the bar is mounted to a large jack stand. The pacific trailer repair shop uses 4 to 10 of these assemblies to lift boats off of their trailers to give the shop better access to the trailer / bunks. The bar in the attached pic is flat, the ones I initially showed are for trailers whose boats sits lower in the trailer.


Interesting side note: I called to verify that they were available to take my trailer with boat in for service but the line was dead, so I drove over there without the trailer at first and the tech said his boss made a decision to close the shop down, I am their last customer. My trailer should have a new rear axle and full set of brakes by Tuesday, I got the techs personal cell number. I will do a few drive bys in the interim hoping they dont move out over the weekend and take my trailer and boat with them.
